Dissertation Research
School finance policy formulation in Pennsylvania: A case study. University of Pennsylvania, 1986. This research was completed as part of a National Institute of Education study of education policy formulation in six states. I served as research assistant to one of the principal investigators, Catherine Marshall. The research resulted in a book, Culture and Education Policy in the American States, Marshall, Mitchell, and Wirt, (1989) Routledge
